Keep billing view for incoming students that have been withdrawn

We have students that have paid a deposit or other non-refundable fees and then they change their mind before school starts. We have to take them out of the incoming student status in CORE, which deletes the billing record for any forfeited fees.

    Also extend this concept to graduated/departed students in general.
