Sometimes incoming students cancel at the last minute, before they actually attend school. In those cases, they are withdrawn back to being "Past Candidates", because they were never actually students.
This often leaves unhandled charges on their records, and sometimes the school needs to refund the family as well.
While it would be helpful to permit families access to the Billing menu after charges and/or payments have been added, it is absolutely necessary for staff to be able to clean up the account afterwards.
