Allow student to make payments on student account

Sometimes a student will use their own credit card or debit card to pay for items on their student account. Currently as the parents are the only ones who are listed as statement recipients, we get an error when putting in the student name as the payer.

    We also have student's who make their own payments. We have had to add them as third-party payers on their own records so that we can add the payments. There should be an option to allow students to be added as a payer to their own accounts.
