Add a Notification Trigger for the Begin Date of a New Statement Period

Currently we can only notify parents using the trigger of Upcoming Payment due, but we want to be able to notify parents of when a new Statement Period becomes active instead

    Also add more notification options so we can send more than one notification about an upcoming due date. Similar to enrollment when you can select multiple days before due date. One notification is not enough.
