3rd Party payer option missing on all payment screens - inconsistent

The 3rd party payer is available on the drop down when entering a group of payments but not when entering by student. Also on the payment tab on a student record the 3rd party payer is not listed.

    Also, unlike payment by statement recipients, payment by third party payer is not automatically applied.
