If you are adding a charge to incoming students based on grade, it will not work, since technically new students do not have a grade. However, if you do an import by group, and incoming students are included, the charge will look like it processed, even though the charges will not work on the incoming student profiles. This makes it very confusing because you think the charges went through but didn't - you only realize they didn't go through when you try to post.

If you do an import at the group level and the charge does not actually work, you should at minimum get an error to notify you.
