Currently, removing someone as a statement recipient doesn't remove them as a responsible payor for already-generated charges. This causes non-payor parents, added as responsible signers on enrollment contracts (BBBM-integrated), to still receive billing notifications, leading to confusion and extra work. Ideally we know who shouldn't be responsible signers ahead of time, but that's not always the case, and sometimes non-payers still to be signers.

For non-plan charges, they can be manually removed, but it’s tedious. For payment plans, there's no way to remove them at all. This issue frequently triggers complaints and extra administrative effort.

We need a more practical solution: removing a recipient should have 2 options: either remove them from all charges (if added by mistake) or remove them from future charges (if they were previously responsible).
