Allow divorced families to choose separate payment plans

I have several families that are not agreeable and want to make different payment arrangements. We give them the option when the contract is signed to pay either all up front, 3 payments over the year with a 3% finance fee, or 12 payments over the year with a 5% finance fee. Whichever parent signs the contract first picks the payment plan, so I have had to make several adjustments for these families that don't want to pay the same way as the other parent. Ex. the person that signed picked monthly payment with the 5% fee, the other spouse wants to do a one time pay and avoid the fee. So, we have to go in and change the fee to half and apply it only the other parent so the one time parent can pay their part. Or I've others that chose one payment and the other spouse needs the monthly option. If the parties are responsible for a certain percentage or are marked or is marked as cannot see each others activity, then they should be allowed to determine payment plans for their portion.
