Only able to add charges to a current billing year
We defer some tuition installment to the following billing year and currently, billing management does not allow you to put in a charge for the next billing year. Basically, you can only deal within the current billing year.
You are currently able to add billing for multiple years. Your billing year dates should run from when you first start billing for the upcoming year (normally around re-enrollment) but that does not prevent you from adding charges for the current academic year.

We should not have to keep finding work arounds for lack of functionality.
