Otherwise this means that payors will be charged late charges on items that are not due yet for months that have more than 28 days i.e., 11 months of the year.

    Yes, and more robust tools in general - pre-reporting/checklist, assign late fee charge date, calculation date, etc. (See other suggestion regarding late fees)
