Generate Charges on a Per-Student Basis

My business office would like the ability to generate charges on individual students, rather than on all enrolled students for a term.

      Bumping this back up. There has been no action (or acknowledgement) in a year, and we are once again forced to manually edit charges to a fare-thee-well because of this design limitation.
