In Class Enrollment, if a student is already enrolled in a class section, they should be able to change to another section without having to go through the whole add/drop process. This will be useful for our students who we have to register manually because they have waivers or faculty permission, so they are enrolled in the course but they can't change a section without going through us to drop and re-add the class.
