Add the ability to add comments to students with alumni status
1) to recreate previous notes on migrated students.
2) Occasionally it is necessary to add a comment to an alumni profile for explanation of action taken post graduation.

With the release of the 360 Student Profile, Official Notes can be added to Alumni records.
