Ability to suppress Report Card Builder (new) from publishing report cards with no grades or comments

We need the ability to suppress report cards if there is no grade or comment in the report card for a student.

    This was a feature that was available in the old report card builder, but with the new report card builder, it will publish a blank report card with just the header.
