Do not allow expired inquiry forms to be filled out publicly

When an inquiry form is expired and/or inactivated, the form should no longer be fillable when viewed publicly. The inquiry form is able to be embedded, linked to, and sent independently of webpages and should users save these communications or links, they can always fill out the form even when it has been expired due to outdated questions.

Should someone access an expired form, the body of the form would preferably be replaced with a statement that says something along the lines that the form is no longer active and to either contact the admission office or to review the school's website for updated information.
