We want to set up the emergency bulletin so that an Emergency Bulletin will show on both the external and internal sites, regardless of whether you select "Banner" or "Lightbox." There should also be an option for only showing the Emergency Bulletin internally and not externally. Right now the Banner selection shows both internal and external and the Lightbox shows externally, but there is nothing that simply shows just internally.
