Sort Order of Relationships Merged

I would like to be able to apply a sort on relationships for users in relation to how they display on the contact card when viewed from the directory and other places within the software.

Currently, this is controlled by the Parents' User IDs.

    This is particular important and a potential legal issue with students who have multiple households.
