Enrollment Management Role needed for Admissions to manage Registrar processes for Students: Withdraw/Promote/Graduate

We propose that this Registrar role and functions should be created and would naturally fit in onBoard as part of the Enrollment Management tasks the Admissions Office is required to track. These are the tasks: "Manage Student Enrollments" "Promote/Graduate" "Enroll Incoming Students"  "Classify Incoming Students" "Withdraw"

    We would also like to see student enrollment information (enrollment rows: years/grade levels) in onBoard, as available from 'Core>People Finder> Access'

    We are hoping to move this Enrollment Management responsibility off the Tech Department list of responsibilities which we have owned as Platform Managers.
