Allow a way to disable automatic notifications sent to specific constituents in a community group that are not in the roster.

We have a Community Group for Student Announcements in the morning. These are class changes, Event information, sports dismissals, etc. that are specific to the student. Instead of having to both post it and send out a separate email as a reminder, this would save us time if we could use the notifications for just the people in the roster.
