Right now, when we pull academic section IDs into a list, the only identifier that remains static across all terms if a section spans multiple terms is the Identifier/Group Identifier. However, this isn't sufficient for every system that needs imports. The other identifiers that are automatically generated increment by 1 for each term it spans. We'd like to have a uniquely generated section identifier that remains static across every term that that section spans.
