Allow editing of the transfer school types table.

Ontario schools are required to keep track of transfer in/out schools by a strict list of types. If Blackbaud wishes to be able to meet Ministry of Ontario reporting requirements, this will be required.

    The York School can't even begin to look at reporting until the MOE guidelines are in place.
