Create New Student and Parent of New Student roles based on the action of enrolling new students. Merged

This would help tremendously in organizing new students and their parents during their first year. Using the "incoming student" role, you could transition anyone with this role to "new student" and then transition to "student" upon promotion at the culmination of their first year.
