Change CORE to have all user profile links to take you to the same UserProfile view

People Finder it takes you to the UserProfile view of a user record where you can access the Access tab but when I click their name in Users/Access > Handle Profile Changes we are sent to just the Profile view with the progress tab. I would like all links in core to take you to the Userprofile with the Access tab instead.

    This also occurs in Potential Duplicate Users.
