Ability to configure show completed forms checkbox

Having the ability to show all completed forms by default (or not) as a configuration setting would be useful as during contract season when folks are reviewing their forms we'd like to show everything (completed or not), but after contract season be able to hide completed forms.

    Agree - Having completed forms hidden by default leaves them to buried for some users to find. The option to display or hide by default would be good. If there's to be no default display option, I think the old way was better.
