Provide wider access to User ID field to folks who are not Platform Managers

The User ID field that is hard-coded by the system has become ever more important for keeping things synchronized with Smart Tuition, Raiser's Edge, and other Blackbaud products as well as with third party vendors. If ON is to be the database of record, then this hard-coded field needs to be more visible across system - directories, contact card, etc.

    YES please. My athletic directors and librarians need this number quite often for third-party software.

    Yes, absolutely. We have been using the User ID as our primary Student ID number for a few years. As more and more services/systems our teachers use require the creation of student account it would be nice if they could get this identifier themselves instead of having to ask me every time or, even worse, making up a student ID.
