Currently (3/2019), the RSS feeds will updated within a Goggle calendar is VERY delayed for most changes. For example, if an event is deleted. the update seems to happen within a few minutes. However, if an event is deleted or the time changes or other detail changed, then the event may not update for 2 days!!! This is simply AWFUL and makes the use if these calendar feeds a real issue -- particularly for athletic events and such which can have last minute changes. We want to be able to notify the public (those not on the team or a team parent) that a game is cancelled as quickly as possible by updating out calendar to which others may subscribe, it is utilized on our website, etc.
Humm... so you are telling me that Google is choosing to only update some items and not others? This seems very odd behaviour as I would think a refresh would refresh "all," but that is not what is happening. Deleted items refresh right away, but changed items are often delayed.
Perhaps it is a Google issue, but then it shouldn't happen when embedded in non-google places. I guess I am suspicious that the issue really lays on the Blackbaud side as I do not have these same update issues into Google from RSS feeds from non-Blackbaud sources, such as the Canvas LMS.
I have seen many places in which the updating within the old "On" products which is delayed. For example, when any sort of security right - content editor to detailed user security rights are changed it can take from minutes to 36 hours to propagate thorough the Blackbaud system.

Unfortunately this is out of our control. RSS feeds are not a 'push', it is up to your calendaring tool to 'pull' on a frequency. You might have some control to make it refresh more frequently in your Google calendar.
