Exclusion Groups Report Needs to show ALL ROLES
The fact that this only shows students renders it useless to us: We need to list PAST students and others who owe us money, etc.
This system should probably be changed where it is information-based, not viewer-based. Meaning, e.g. : a student's grading info off limits to everyone, not just the people/roles we restricted it from. [see the EE hold function; much more useful]

This was implemented with the new holds functionality. The Manage Holds list displays all students (current, past, alum) with a hold. The previous exclusions report was removed as part of the release of the Holds feature in 2021.
