improve admin interface for creating/maintaining table values

The initial creation of tables (Citizenship, Room type, etc) in Core > Settings > General Settings is difficult and poorly arranged. The "Add button is at the bottom of the list, but the newly created slot is at the top of the list.

When the list is longer than 12 or so items, the "Add" button is scrolled off the bottom of the list. I have to scroll down to the bottom of the list to get a new slot, and then scroll up to the top of the list to add the new item. 

Because the new slot is added at the top of the list, I have to enter the items in reverse order or spend a long time dragging and dropping to put the list in order.

 

This is tedious (and therefore error-prone) when working with a list of 50+ countries.
