Should be able to apply a list to add recipients to a form

We just had to add 383 students and/or candidates to a form.

The [overly] simple filters at the top of "add recipients" was inadequate, so we had to actually click 383 times, which leaves us open to manual error. [which, btw, someone made, so we now need to compare two collections to see who's missing]

    There's got to be a better way. A school that has 2000 students means someone has to manually add 2k students plus their guardians, that's roughly 4 thousand names! Then maybe you have multiple forms. That's ridiculous. An upload of a csv file would solve all that.
