Allow customization of the Conduct infraction description

The default conduct infraction description shown to students and parents is worded awkwardly. ("Ken has reached the criteria for the attendance rule: 1 UnEX Absence - Class entries")

I would like to be able to edit the default text for each infraction, using appropriate placeholder values.

    Agreed, parents (and teachers, for that matter) have no idea what this description means. Practically, they want to know what their child did, not how the infraction was triggered. Our case is the same as above - tardiness infraction tied to an attendance rule, so the parent should just see something like "[Child's Name] was late to class"
