When Gender>Other is set to | Ideas for Blackbaud's K12 products

When Gender>Other is set to Inactive, it should not automatically show up in the applications, inquiries, etc.

If the "Other" option for gender is set to Inactive, it is still defaulting to showing in applications, etc. We would like the option to not be available when we have it set to Inactive.
