Create a Universal Change Log for PMs

There are several ideas regarding the creation of change log capabilities in different areas of the site, but there should also be a universal and searchable Change Log for PMs that covers all products, logging every change that is made and when. This will help us track what happened, by who and how to fix it.

    This would be incredibly useful! I am often chasing down changes in Core that we aren't sure how or when happened.
