Setup security in RE so someone other than Supervisor can review and process changes coming to RE.

Need security option so we can make another user (other than Supevisor which opens up everything) the RE Connect data checker/processer. Supervisor just covers too many areas to give to users.

    Adding this feature would be the same as when you added the role Contact Data Manager to Core so we no longer had to "clone" the platform manager in order to allow others to update data.
