Remove Deceased User Data

When marking a user as deceased, their data should be automatically removed (address, phone, email as well as their relationships i.e. parental access, list as parent, responsible for signing etc). There have been calls where parents have been very upset because their spouse was still listed on the children's reports or were receiving things w/the deceased user name even though they were marked as deceased. This would prevent causing additional pain to the families.
