Notifying parents that they have steps to complete when it is really the school that needs to approve the upload (or whatever) is confusing and encourages parents to ignore automatic notifications from the system.

If a parent has uploaded a file and the step becomes "submitted", then the parent should no longer receive automatic notifications that the item has yet to be completed.
