Do not Preload SKY Lists

When one goes to open a SKY list, the system insists on loading the list immediately.

I believe this is wrong and should be changed so the list does not preload for at least these reasons:

  1. Inconvenience/Annoyance: more times than not, I open an existing list to tweak it for my current need. Even though I'm immediately going to change the filter [for example], I still need to wait for it to load with data I'm not interested in.

In many places throughout the system, just getting the "list of lists" preloads either some dummy list or the list I last used in that context which, almost always is not [even close to] what I want.

  2. A list could get Locked Out - A list could be saved and left such that subsequent changes to the data could render the list unusable ["unopenable"] in the future.

Here is a simple example: a list called All Candidates, which displays all the candidates in the system. One could define and use it one year. The next year, after a large number of candidate records have been added if the list is opened, it might time out because it's trying to load ALL candidates in the system.
If it hadn't been preloaded, I would have known to tweak the filter to include only this year. [OR, if I hadn't remembered to do this, once it timed out in its old state, at least I could EDIT it and eventually figure it out]

This very situation recently required a call to support, and an escalation to engineering.
