Need to give Parent Assoc. access to change only their resource board.

We would like to give our PA access to change only their resource board without giving them the ability to change others.

You should probably switch the PA over from a RB to a Community Group - you can create a link on the resource boards to the community group (so current users can easily find it), and you can make any member(s) of the PA group leaders who can manage/edit the group's bulletin board and topics. They'll have much more control (community groups are similar to a teacher's class bulletin board, without the grading or assignments :-)
