The user_id field is standardized as absolutely and universally unique.

Why do we have host_id and import_id?

What function do they serve outside being a pain in my backside?

Can we consolidate, especially for the purpose of importing data, any record identification down to just one number across the board?

I should be able to update any existing user record by supplying user id and the fields being updated, and the field data.
