Display the average of all learning competency scores in Learning Progression Tab.

On the Learning Progression tab that students can see, and on the teacher view, allow teachers to display the average of all learning competency scores for each student.

    Please merge this with K12OC-I-2579. They seem fairly similar. This is an important addition to CBE for people who are working in schools that still work within a Traditional "Final Grade" for the year format. Students are unable, at this moment to quickly and easily have a sense of where they stand as an overall whole-child.
