Add Active/Inactive status to the user Access tab for better Blackbaud ID management

We're sending BBID invites to parents whose accounts are inactive, because there is no easy way to tell the current [Inactive] status of their accounts. The parents can't log in, and we're doing a lot of extra work that could have been avoided by re-activating those parents first.
