If there could be an attribute in Academics-->Departments & Courses-->Specific Course-->course requests, to allow students to request a lower level course than the teacher recommended them for.

Example: a teacher recommends a student for AP English but the student wants to take English Honors, currently Blackbaud does not allow the student to sign up for English Honors even though it is lower than AP English and they are approved.
