Include All Option in Grade Book Report's Filters

I would like the Cumulative Grade Export and Cumulative Grades - By Section(Manager) reports to pull grade book cumulative grades for all departments into one report. Currently I have to select one department at a time. I would like ALL to be an option in the Dept filter.

    I found this report in my gradebook for my current kids but as an administrator I would like to run this for by student or by a certain grade cut off for all students.
