Allow more countries to be added to text notification form

When a parent asks for text notifications they put in a cell phone and a form pops up that asks for country and carrier. Bahamas is not listed. I was told that parent can pick USA and carrier and it will probably work, but it would be ideal if more countries can be included to support text notification.

    We have parents from Korea and China who want to receive SMS texts and can not. It makes them feel disconnected, and that is not ideal. BB says it is a restriction.
