Allow midterm students to be assigned the "incoming student" role

Mid year enrollees are automatically given the "Student" role, even if their enrollment date is in a later school term. This adds them to the class rosters before they are on campus and makes any reporting more difficult.

Just as employees who have a future start date are "pending employees" students with a future enroll date should be "Incoming Student." Mid-term enrollees would have their role automatically changed on their enroll date (again, just as a pending employee becomes an employee on their start date).

    I agree with this because we have about 10 midterm students each year and we fight this every year. Enrollment management wants to finish their workflow and get contracts signed, however, Deans do not want the Incoming Students or Incoming Parents to get normal pushpage emails sent to their grade levels, access to their schedules yet, get assigned to school forms for field trips they can't attend, show up on reports, get absent infractions, or emails from teachers. It's a fight every year.
