Right now, there is only the ability to set parent profile access to "No, View, or Edit." We have had parents delete their addresses or other contact information, and then it is not available when administrators or others who need it. It would be great if parents could add new addresses if they have an address change, but not delete an existing address.

It's already possible to restrict them from doing this.
If you go to CORE>Security>Profile Access> View/edit profile fields> Select Parent
And make the changes there. You will want to do the same with the "Student" role.
