Ability to filter on Inactive Blocks in Core

In Core > School > Blocks, I would like to request that there to be a filter so I can view blocks that are active, inactive or both, much the same way that you can filter on active and inactive courses in Core > School > Depts & Courses.

    This has been implemented with the 1/26/2021 release. An option to hide Inactive blocks is now available.
