Pretty simple: this link only exists in the Tasks tile. Manage Potential Duplicate Users exists both places. It would be helpful if Add A New User did too.
Entirely down to navigation and efficiency. We use it probably once or twice a week to add new staff members or new candidates who are not added through an inquiry or application (walk-ins, collected through other methods, etc.) and since the menus load before the rest of the page, it would be nice to be able to begin the process without needing to wait for the entire page to load.

I know what my answer would be to this question, but it's not enough to know - I have to prove the answer. Humor me.
How would Add a new user in the Users menu be helpful? Can you speak to efficiency, navigation, how often you use that function, etc.? Thanks!
