Core>Users>Withdraw Employees process really needs to be updated.

1. This should be updated to SKY interface

2. We need a way to search the names, so we can multi-select them.

3. Effective Date should be copied to Tenure>Date Departed, or add "Date Departed" to the process

4. If we enter a past date as Effective Date, the error message is "Effective Date/Time is required when radio button is selected.". This is confusing, since there's a date in the field.

5. We should be able to click on the names, and have a fly-out with their contact card where we can view or edit their info.
