Fine-tune Report Card task permissions

Please add some subsets of access to the Report Card task. Currently, there is just a single all or nothing task; either a user has access to everything (including adding and deleting templates, changing the template itself, editing access dates, etc.) or has access to nothing at all.

This is an issue when staff, for example, simply needs to print report cards in bulk or change access dates, but doesn't need to tinker with the template itself. The old builder had many more options for fine-tuned access permissions, and it would be very helpful if the new builder had the same longer list of available permissions.

    Yes, this needs to be implemented and controlled for each School level. Too much access for Admins who are tasked with simply printing report cards.

    Seconding the desire to be able to set access dates by grade level. While I understand that can currently be accomplished by having separate templates for separate grade levels, that seems much messier to me; I'd much rather have a single template per school level and be able to tailor access to specific grades within that school-level template.

    Yes, this is really needed. I would really appreciate it if we could set access dates by grade level. Our 12th graders are done a couple of weeks before the rest of the US and invariably a teacher who has mixed grade levels will publish a grade for students in 9-11. These grades are not complete and parents aren't notified that they can see their 9-11 students report cards but someone always looks and then wants to know why there is no exam grade, why aren't the other grades in etc. I spend time emailing teachers to remove those grades. It would be a great help to have more controls.
