Add Access to People Finder in Core for other Roles

I would like to give access to users for People Finder in Core.

    I want to give VIEWING access to people, not editing/manager access

    There is now a Contact Card Manager role that provides admin access to the Core contact card without all of the other Platform Manager access.

    Yes, it would be helpful to give PeopleFinder and Contact Card access privs to a slimmed down role.
